What is MIHCEMI and how does it support Manitoba First Nations?

MIHCEMI is an initiative created from Chiefs-in-Assembly Resolution JUN_18.03. From the resolution, the MIHCEMI Working Group was established with representatives from all Manitoba First Nations. The Working Group promotes safe, healthy and sustainable First Nation housing practices and standards across Manitoba, and provides a forum to freely share best practices and information.

How long has MIHCEMI been around for?

MIHCEMI was established as a Working Group in January 2019.

How can MIHCEMI help my community improve housing management and governance?

MIHCEMI promotes sharing best practices and information for First Nations Housing professionals. This includes technical information, policies and procedures, and governance practices that support Community Housing programs.

Who is eligible to participate in MIHCEMI programs?

All Manitoba First Nation Communities are eligible to participate in MIHCEMI programs.

What is Transfer of Service Delivery?

The incremental transfer of responsibility for delivering Housing and Infrastructure programming and support from ISC to a First Nation's controlled entity.

Who runs MIHCEMI?

MIHCEMI is presently administered by the Tribal Council Southeast Resource Development Council Corp. The Working Group, with representatives from First Nations across Manitoba, votes on which organization will provide administration services for MIHCEMI. All decisions are made collectively by Working Group consensus.

How is MIHCEMI funded?

MIHCEMI is funded through ISC Manitoba Region Capacity Enhancement funding. Transfer of Service Delivery funding is provided from ISC National.

How does MIHCEMI ensure its work is First Nations led and community driven?

Working Group voting members are appointed representatives of their Tribal Council and Independent Communities. Communities who have Tribal Council representation can attend our quarterly meetings with their Tribal Council representative to learn more and get further involved.
