What is Transfer of Service Delivery?

Transfer of Service Delivery is a step towards First Nation's design, implementation, and operation of On-Reserve Housing and Infrastructure programs and services. It is the process of shifting responsibility of On-Reserve Housing and Infrastructure programs and services from the federal government to an organization controlled and operated by Manitoba First Nations.

It provides an approach for Manitoba First Nations to design programs and services with a better understanding of Community needs-for Manitoba First Nations by Manitoba First Nations.This is not a quick process or solution, and it shouldn't be. MIHCEMI is recommending a phased and flexible approach that is designed to match each First Nation's readiness and capacity.

The Process

The process itself involves several structured steps: data gathering, defining service scope, establishing interim operations and standards, determining funding sufficiency, and negotiating agreements with Canada. These steps lead to key outcomes such as a Framework Agreement, an Agreement in Principle and ultimately a Final Service Delivery Transfer Agreement.

Transfer of Service Delivery is a planned, evidence based pathway for First Nations to design, control, and deliver their own Housing and Infrastructure programs and services through MIHCEMI, a regional support organization built by and for Manitoba First Nations.

Why is it Important?

Advancing Self-Determination

The central objective is self-determination-to improve service reliability, build long-term capacity, and reduce federal intervention while maintaining community control. Transfer of Service Delivery allows First Nations to shape service models that reflect their priorities, values and governance traditions.

Building Reliable, Community-Driven Services

MIHCEMI, a First Nation controlled, arm's-length initiative, provides Communities access to aggregated technical expertise, stronger governance and coordinated regional support. This leads to stronger, more reliable Housing services and improved outcomes for households and Communities.

Increasing Local and Regional Capacity

MIHCEMI is working towards consolidating technical knowledge, training and operational capacity across Manitoba First Nations. This strengthens both local Housing departments and regional collaboration networks, supporting long-term sustainability.

Creating a Pathway to Funding Control

A structured transfer process positions Manitoba First Nations to adopt funding models that prioritize Community growth, providing greater control over resource allocation while supporting long-term planning and sustainable development.
